Mayor Robin Shelton discussed a Bynum Foundation property purchase. According to Shelton the City acquired a study in 2010. The first phase included acquiring property south of Carver Park from the Bynum Foundation to implement a retention pond. Shelton discussed the issue with the Bynum Foundation. The property is approximately 12 acres and the Bynum Foundation is requesting $23,000. The appraisal on the property is $34,500. Council members authorized Shelton and Kennamer to make an official offer for the property to the foundation.
Shelton reported that he and Little recently met with ALDOT regarding concerns of the County Park highway 72 intersection and traffic flow on Broad Street. According to Shelton, ALDOT recommended that the city get a traffic engineer involved and do an in depth traffic study of this area. The proposed area includes Cecil Street, Broad Street, County Park Road and a portion of Highway 72. The first phase of the study comes at a cost of $38,000. According to City Finance Director Rick
Wheeler, tax revenue for the city was up this year approximately $110,000, but revenue for the month of March is down approximately $40,000. Additional phases of this project would not be done this fiscal year. Council members approved the fee for the traffic engineer’s study.
Council member Keith Smith stated that for years he hasn’t understood why access roads are built in the city, and they say the state requires it, yet in Huntsville, there are several new fast food restaurants coming in and their traffic flow is greater, but Scottsboro is required to build access roads and they are not. Smith stated that he was previously told the city agreed to build these access roads at one time and requested that the city agree not to do it anymore. Kennamer stated that he doesn’t know the reason why but it seems that Huntsville seems to be treated better by ALDOT than Jackson County, just like Guntersville seems to be treated better by TVA than Scottsboro. Kennamer stated that he knows of no action ever taken by the city to reach any kind of agreement like that. Little stated that he would reach out to ALDOT to see if any such agreement was ever made.
Chief of Police Ralph Dawe reported that he checked the speed limit on Plantation Park Lane and the highest speed that could be safely driven on the road is 20 mph. As a result, city council members approved the speed limit reduction to 20 mph.
Council members heard from the Jackson County Cruisers regarding their request for funding through a tourism grant in the amount of $5,000. The Cruisers explained that their proposal has changed. The Cruise-In, previously held on the Jackson County Square, will now be held behind 50 Tater’s off of County Park Road. The fee for the band was removed from the proposal and the cruisers agreed to concentrate more on the promotion of the event. A cash give away will be held at every Cruise-In and will be held the first Saturday of each month. The Cruisers request was approved.
Phillips announced the resignation of Alicia Bell from the Goose Pond Board. Applications will be taken by the City Clerk until April 7.
